Permits: Hernando County or the City of Brooksville?

Almost all of Hernando County is unincorporated. Brooksville is the only incorporated city, so the permit office depends on which side of the city limits you’re on.

  • Unincorporated Hernando County, including Spring Hill: The Hernando County Building Division is at 789 Providence Blvd. in Brooksville, and new applications are submitted through the county’s online permitting system. Registered contractors can self-issue residential re-roof permits. The county’s residential roofing permit includes a re-roofing information sheet listing each roof material, slope, and Florida Product Approval number, and the permit holder must request the final inspection within 10 business days of finishing the work.
  • Inside Brooksville city limits: The City of Brooksville Building Division at City Hall, 201 Howell Ave., takes applications online and estimates about 10 working days for initial residential review. The Hernando County Property Appraiser’s levy code shows which jurisdiction you’re in.

Some “Spring Hill” mailing addresses, including ZIP code 34610 around Shady Hills, are actually in Pasco County, and those permits go to Pasco instead. We check every address before we quote. On county permits, Hernando’s own product approval form is used, and a Notice of Commencement has to be recorded and posted on the job site before the first inspection. We handle the paperwork, inspections, and affidavits.

Spring Hill began in 1967 as a planned community, and many of its concrete-block homes went up from the 1970s through the 2000s, so a lot of them are now on their second or third roof. We tear off to the deck, replace damaged sheathing, and fasten everything to the current Florida Building Code.
