Permits: Which Building Department?
Pinellas has many cities, and several run their own building departments. The Pinellas County Property Appraiser’s “Find my building department” lookup confirms which office handles your address, and we check every address before we quote.
- Unincorporated Pinellas, including Palm Harbor and East Lake: Permits are issued by Pinellas County Building and Development Review Services at 440 Court Street in Clearwater, through the county’s online portal. On jobs over $2,500, a Notice of Commencement is recorded with the Pinellas County Clerk and uploaded before the first inspection.
- Oldsmar: Since September 1, 2021, Florida Building Code permits for the City of Oldsmar have been issued by Pinellas County under an interlocal agreement. Roofs can usually go straight to the county, but properties in Oldsmar’s Community Redevelopment Area or along the Tampa Road corridor still need the City’s architectural approval first.
- Inside Clearwater city limits, including most of Countryside: The city permit office handles re-roofs, with “Roof in Progress” and “Roof Final” inspections and a notarized Roofing Inspection Affidavit with photos of each roof plane.
- Safety Harbor: Inside Safety Harbor city limits, roof permits are submitted directly to Pinellas County under an interlocal agreement in effect since May 1, 2021. Homes in the Special Flood Hazard Area first need the City of Safety Harbor’s substantial improvement review.
- Tarpon Springs, Dunedin, St. Petersburg, and Largo: Each city has its own building department, so roofing permits go to the city, not the county. Some addresses with these mailing names are actually in unincorporated Pinellas.
- St. Petersburg: Homes in local historic districts may need city historic preservation review before changing roof material.
If a roof installed before the 2007 Florida Building Code has more than 25% of its area replaced in a 12-month period, the whole roof or roof section has to be brought up to current code.
Roofing in Pinellas County
After Helene and Milton
The 2024 hurricanes hit Pinellas hard, and many roofs were tarped or patched in a hurry. If your roof had storm repairs, a free inspection will show whether they’re holding and give you photo documentation for your insurance company. We also do storm damage documentation and emergency tarping.
Salt air and flood zones
Much of Pinellas is close to the water, from the Anclote River and the bayous in Tarpon Springs to Ozona, Crystal Beach, and the Old Tampa Bay shoreline in Oldsmar. Salt air corrodes ordinary fasteners, flashing, and vents faster, so we use corrosion-resistant materials, and we handle any flood-zone paperwork the permit requires.
Tile roofs and associations
Concrete tile is common in Countryside and in the golf communities of Palm Harbor and East Lake. On an older tile roof, the underlayment usually fails before the tile does, and we can repair it, re-lay the existing tile over new underlayment, or replace the system. For multi-building condo and HOA communities we provide board-ready proposals and phased schedules, and buildings three stories or taller also have Florida’s structural integrity reserve study requirements. See condo & HOA roofing.
Mid-century block homes and wind mitigation
Largo, St. Pete, Dunedin, and much of the county were built out from the 1950s through the 1980s, long before today’s wind code. A re-roof with code deck attachment and a secondary water barrier can earn wind mitigation credits that may lower your premium.
