Permits: Pasco County or a City Building Department?
Most of Pasco is unincorporated, but several cities run their own building departments. We confirm your parcel’s jurisdiction with the property appraiser before we file.
- Unincorporated Pasco, including Land O’ Lakes, Wesley Chapel, Trinity, Hudson, Holiday, and the Pasco sides of Lutz and Odessa: Permits are issued by Pasco County Building Construction Services, whose main office is at 8661 Citizens Drive in New Port Richey, and applied for online through PascoGateway. On homes built in 2002 or earlier, the re-roof permit has to state the underlayment and include a roof nailing affidavit confirming the deck was re-nailed. Roof repairs of 1.5 squares or less are exempt unless the home is in a flood hazard area.
- City of New Port Richey: The city’s Building Division runs roof inspections by photo and video and, unlike unincorporated Pasco, also requires permits for gutters and downspouts.
- City of Port Richey: Permits go through the city’s Development Services.
- City of Zephyrhills: The Building Department issues complete re-roof permits over the counter, and a recorded Notice of Commencement is required on jobs over $2,500.
- Dade City and San Antonio: The City of Dade City Building Department issues permits inside its limits and also for San Antonio and St. Leo, after the correct city approves the application. The City says review can take 4–6 weeks, so we file early.
Every re-roof has to meet the current Florida Building Code, including deck re-nailing and a secondary water barrier. Manufactured and mobile homes follow a different permit path from site-built houses, so call us and we’ll talk through which applies to your home.
Roofing in Pasco County
The Gulf coast: storm surge, flood zones, and salt air
West Pasco, from Hudson down through Port Richey, New Port Richey, and Holiday, took storm surge from Hurricane Helene in 2024 and wind from Hurricane Milton weeks later. Much of the coast sits in FEMA flood zones, where Pasco requires a substantial-improvement calculation or flood zone checklist with the roofing permit, and even small repairs need a permit. Near the water we use corrosion-resistant fasteners and flashing. If your roof was patched or tarped after a storm, a free inspection will show whether the repairs are holding, and we also do storm damage documentation and emergency tarping.
Central Pasco: lakes and master-planned communities
Land O’ Lakes, Lutz, and Odessa mix older lakefront neighborhoods with newer deed-restricted communities like Connerton and Bexley off SR-54 and US-41. Many Wesley Chapel communities, from Saddlebrook and Meadow Pointe to Seven Oaks and Wiregrass Ranch, are reaching the age when original builder-grade roofs wear out. Most of these communities need architectural approval for shingle style and color, and we provide the product sheets your HOA asks for.
East Pasco: hills, acreage, and older homes
Dade City, San Antonio, and Zephyrhills have historic downtowns, rural acreage, farm buildings, and older frame homes alongside newer subdivisions. Metal roofing is a common choice out here, and older homes often need decking repairs when we tear off to the deck.
Older homes and wind mitigation
Pasco’s older block homes, especially in Holiday, Port Richey, and New Port Richey, were built long before today’s wind code. A re-roof with code deck re-nailing and a secondary water barrier can also earn wind mitigation credits that may lower your premium.
